Lead architecture and delivery for a 90-person technology function modernising vehicle registration and licensing services used by every Victorian driver.
You'll report directly to the CTO and own two functions currently sitting at maturity level 2. Your mandate is to move both to level 4 by building governance that actually works, embedding Agile practices with the right controls, and developing three direct reports and the wider team into a group that consistently delivers. The role spans enterprise architecture, portfolio investment decisions, and delivery execution across a multi-year transformation programme.
The environment here is genuinely different from a commercial technology business. There's no competitive release pressure pushing you to ship before things are ready. Quality and reliability matter more than speed, which means you can build things properly. The organisation is three and a half years into a broad transformation, so there's real momentum and a clear direction. You're walking into a funded programme with executive buy-in, not trying to convince anyone the work matters. The base is A$315,000 plus super and a 10% bonus, reflecting the seniority and scope of the role.
The complexity is real. You're working across architecture, delivery and cloud with significant dependencies, high public trust expectations, and a function that's still building its capability. What You'll Do
- Translate strategic priorities into a realistic delivery roadmap, holding teams accountable for scope, cost, risk and benefits across major initiatives.
- Establish portfolio governance and investment planning processes that give executives a clear, honest view of delivery health and trade-offs.
- Set enterprise architecture principles, standards and roadmaps, overseeing solution design to keep modernisation secure and maintainable.
- Build capability across architecture, delivery, business analysis and portfolio teams through coaching, operating model design and practical change.
What You'll Need
- Senior leadership experience across enterprise delivery, portfolio management and technology transformation, leading multidisciplinary teams through other leaders.
- Strong enterprise and solution architecture knowledge, with the judgment to weigh delivery pace against long-term technology integrity.
- Demonstrated experience embedding Agile ways of working alongside investment controls, capacity planning and assurance frameworks.
- A relevant bachelor's degree. Agile, portfolio or enterprise architecture accreditation is desirable.
